School Site Council
A School Site Council (SSC) is group of teachers, parents, administrators, and interested community members who work together to develop and monitor a school's improvement plan.
A school that operates a categorical program funded through the consolidated application (ConApp) shall establish a school site council (SSC) if such program requires a School Plan for Student Achievement (SPSA) (California Education Code [EC] Section 65000[b]). The SSC shall develop the content of the SPSA (EC Section 64001[g][1]). The SPSA shall be reviewed annually and updated, including proposed expenditure of funds allocated to the school through the ConApp and the local control and accountability plan (LCAP), if any, by the SSC (EC Section 64001[i]).
The SPSAs shall be reviewed and approved by the governing board or body of the local educational agency (LEA) at a regularly scheduled meeting whenever there are material changes that affect the academic programs for pupils covered by programs identified in this part (EC Section 64001[i]). If a SPSA is not approved by the governing board or body of the LEA, specific reasons for that action shall be communicated to the SSC (EC Section 64001[i]).
SCHOOL PLAN FOR STUDENT ACHIEVEMENT (SPSA)
In accordance with Education Code 64001, LEAs participating in programs funded through the state's consolidated application process and any other school program they choose to include will develop a School Plan for Student Achievement (SPSA). The school site council is responsible for the development, annual review, and update of this plan. The content of the SPSA shall be aligned with goals for improving student achievement and address how funds will be used to improve academic performance.
Title I Information
The Every Student Succeeds Act (ESSA) (formerly ESEA/NCLB) requires all states to implement statewide accountability systems based on challenging state standards in reading and mathematics, annual testing for all students in grades three through eight, and annual statewide progress objectives ensuring that all groups of students reach proficiency within 12 years. Assessment results are disaggregated by socioeconomic status, race, ethnicity, disability, and limited English proficiency to ensure that no group is left behind.
BEST Academy School Site Council team outlines how parents, school staff, and students will share the responsibility for improved student academic achievement. The team describes specific ways B.E.S.T. Academy will support students achieve California's high academic standards.
The SSC team addresses the following legally required items, as well as other items suggested by students and families of Title I students.
B.E.S.T. Academy's responsibility to provide high-quality curriculum and instruction (ESSA Section 1116[d][1]).
The ways parents will be responsible for supporting their children’s learning (ESSA Section 1116[d][1]).
The importance of ongoing communication between parents and teachers through, at a minimum, annual parent-teacher conferences; frequent reports on student progress; access to staff; opportunities for parents to volunteer and participate in their child’s class; and opportunities to observe classroom activities (ESSA Section 1116[d][2]).
The SSC team engages Title I parents in meaningful interactions with B.E.S.T. Academy. The team supports a partnership among staff, parents, and the community to improve student academic achievement. To help reach these goals, B.E.S.T. Academy SSC have established the following practices:
Provide Title I, parents with assistance in understanding the state’s academic content standards, assessments, and how to monitor and improve the achievement of their children (ESSA Section 1116[e][1]).
Provide Title I, parents with materials and training to help them work with their children to improve their children’s achievement (ESSA Section 1116[e][2]).
Educate staff members in the value of parent contributions, and in how to work with parents as equal partners (ESSA Section 1116[e][3]).
Coordinate and integrate the Title I, parental involvement program with other programs, and conducts other activities, such as parent resources, to encourage and support parents in more fully participating in the education of their children (ESSA Section 1116[e][4]).
Distribute Information related to school and parent programs, meetings, and other activities to Title I, parents in a format and language that the parents understand (ESSA Section 1116[e][5]).
Provide support for parental involvement activities requested by Title I, parents (ESSA Section 1116[e][14]).
Provide opportunities for the participation of all Title I, parents, including parents with limited English proficiency, parents with disabilities, and parents of migratory students. Information and school reports are provided in a format and language that parents understand (ESSA Section 1116[f]).
